The New Town Hall Project is intended to provide a functional, accessible, and centralized facility that better meets the needs of a growing community while reflecting the Town’s long-term vision for its civic presence.
The Town’s existing municipal building at 4396 Hwy. 15-501 continues to serve important operational functions and will remain home to the Police, Fire, and Public Works departments. However, space limitations, accessibility challenges, and infrastructure constraints make it difficult for administrative services to be delivered as efficiently and comfortably as possible for residents, businesses, and staff.
In response, the Board of Commissioners has articulated a clear vision to bring the Town’s main administrative offices back into downtown, rather than remaining located on the outskirts of town. A downtown Town Hall places local government closer to residents and businesses, reinforces the civic role of the downtown core, and supports walkability, visibility, and public engagement.
More than simply another government facility, the new Town Hall is envisioned as a front porch for the community—a welcoming, approachable space where residents feel comfortable coming together to conduct business, attend meetings, ask questions, and engage with their local government. The building is also intended to serve as a visitor center for Carthage, offering a visible, accessible place for visitors to learn about the Town, its history, and its role as the county seat.
Equally important, this project represents an opportunity to preserve and reinvest in an iconic historic home that has long been part of Carthage’s downtown character. By adapting this landmark for public use, the Town is honoring its heritage while ensuring the building remains active, maintained, and accessible for future generations.
Locating Town Hall at 208 Monroe Street strengthens the Town’s civic presence in the heart of Carthage while creating a centralized, easily accessible hub for municipal services, visitor information, and civic life. The project is expected to support improved customer service, efficient and coordinated town operations, appropriate public meeting space, visitor engagement, and a civic environment that reflects community pride and Carthage’s commitment to openness, history, and connection.
