Moore County has opened an emergency shelter at the Moore County Sports Complex at Hillcrest Park in Carthage.

To ensure the safety, security, and well-being of all residents, the following rules apply to individuals utilizing the emergency shelter:
General Shelter Rules
- Children under 18 years of age, with the exception of emancipated minors, must be accompanied by a parent or legal guardian at all times while entering and staying at the shelter.
- Alcohol, illegal drugs, firearms, weapons of any kind, are not permitted inside the shelter.
- Law enforcement personnel have the authority to search bags and confiscate prohibited items upon entry.
- Residents should bring personal medications, blankets, special dietary foods or formulas, and a limited supply of non-perishable food for personal use.
- Public shelters are considered shelters of last resort and provide only basic accommodation, including a safe and dry environment, a sleeping cot, and limited meal services.
- This shelter is not a Medically Fragile Patient Shelter and cannot accommodate individuals requiring advanced or continuous medical care.
Animals at the Shelter
- Residents who arrive with animals are urged to: Inform staff immediately upon arrival
- Bring leashes, carriers, food, medications, and vaccination records, if available
- Follow all staff instructions to ensure safety, sanitation, and public health
- Accommodation for cats and dogs will be provided within the Animal Services climate-controlled
- Companion Animal Support Trailer, located on-site or nearby.
- Service animals, as defined by the Americans with Disabilities Act (ADA), are permitted within the human shelter. All other animals will be housed in the designated animal support area.
