The Town of Carthage is monitoring a significant winter storm expected to impact our community beginning Saturday afternoon (January 24th) and continuing into Sunday night/early morning. Forecasts currently indicate up to ¾ inch of ice accumulation, which may result in hazardous travel conditions, falling trees and limbs, power outages, and service disruptions.

 

What Residents Should Know

Before the Storm
  • Prepare for 48–72 hours without power.
  • Charge phones, medical devices, and backup batteries.
  • Stock food, water, medications, flashlights, and blankets.
  • Bring pets indoors and secure outdoor items.
  • Move vehicles away from trees if possible.
During the Storm
  • Avoid travel once precipitation begins — ice forms quickly.
  • Stay indoors and off roads unless it is an emergency.
  • Treat downed power lines as live and stay far away.
  • Use generators and grills outdoors only — never inside homes or garages.
After the Storm
  • Expect delays in power restoration and debris removal.
  • Report outages directly to your electric service provider.
  • Be alert for falling limbs and unstable trees.
  • Only travel when roads are confirmed safe.

Emergency Response & Town Services

Police, Fire & Public Works
  • Emergency responders are staged and responding as conditions allow.
  • Priority will be given to life‑safety emergencies and critical infrastructure.
  • Public Works crews will engage in debris clearance as needed to support emergency responders and then town-wide once conditions are safe.
Road Conditions
  • Roads may become impassable due to ice and fallen trees.
  • Temporary road closures may be implemented for public safety.

Power Outages & Utilities

  • Power outages are likely due to ice accumulation on trees and power lines
  • Report outages to your electric service provider
  • Do not call 911 to report power outages unless there is an immediate danger
Water & Sewer Services
  • If power is lost, Town utility systems will operate on backup power  
  • If service disruptions occur, updates will be posted here, on the Town of Carthage Facebook page and sent out to citizens signed up for CodeRED alerts.

Special Needs & Medically Fragile Residents

The Town will work with Moore County Emergency Management to ensure assistance for residents who are medically fragile or have special needs.
If you or a family member:
  • Reliably uses electric‑powered medical equipment
  • Requires mobility assistance
  • Needs additional support during emergencies
Please contact Town Hall before the storm if possible so we can coordinate assistance.

 

Emergency Shelters

Moore County has opened an emergency shelter at the Moore County Sports Complex at Hillcrest Park in Carthage.

To ensure the safety, security, and well-being of all residents, the following rules apply to individuals utilizing the emergency shelter:

General Shelter Rules
  • Children under 18 years of age, with the exception of emancipated minors, must be accompanied by a parent or legal guardian at all times while entering and staying at the shelter.
  • Alcohol, illegal drugs, firearms, weapons of any kind, are not permitted inside the shelter.
  • Law enforcement personnel have the authority to search bags and confiscate prohibited items upon entry.
  • Residents should bring personal medications, blankets, special dietary foods or formulas, and a limited supply of non-perishable food for personal use.
  • Public shelters are considered shelters of last resort and provide only basic accommodation, including a safe and dry environment, a sleeping cot, and limited meal services.
  • This shelter is not a Medically Fragile Patient Shelter and cannot accommodate individuals requiring advanced or continuous medical care.
Animals at the Shelter
  • Residents who arrive with animals are urged to: Inform staff immediately upon arrival
  • Bring leashes, carriers, food, medications, and vaccination records, if available
  • Follow all staff instructions to ensure safety, sanitation, and public health
  • Accommodation for cats and dogs will be provided within the Animal Services climate-controlled
  • Companion Animal Support Trailer, located on-site or nearby.
  • Service animals, as defined by the Americans with Disabilities Act (ADA), are permitted within the human shelter. All other animals will be housed in the designated animal support area.
